Prior to his current roles, Marat was the Founder and Director of Activat from 2013 to 2019 in Astana. He also served as Vice Minister of Agriculture of the Republic of Kazakhstan from 2011 to 2013, where he managed investment attraction in the agricultural sector, processed agricultural products, and oversaw trade and social policies in rural areas.
Earlier in his career, Marat Tolibayev was Chairman of the Board at SEC "Tobol" from 2007 to 2010, focusing on regional investment attraction and business financing. He also served as Deputy Akim of Astana city from 2004 to 2007, handling land relations, transport issues, public procurement, and cultural affairs.
